Surfacing Works

The Colas Life Cycle Replacement (LCR) Team is responsible for delivering Life Cycle Replacement works across the city, ensuring that highway and streetscape assets remain safe, reliable, and fit for purpose.

LCR works cover a wide range of assets and street furniture, including carriageway and footway surfacing, traffic signal refurbishments, lighting columns, highway structures, and Vehicle Restraint Systems (VRS).

Life Cycle Replacement involves renewing assets that have reached the end of their serviceable life and can no longer be effectively maintained or extended through routine maintenance interventions. These works are delivered where continued maintenance is no longer a viable or cost effective option, and full replacement is required to ensure ongoing safety and performance.

Planning and Delivery

The LCR Team develops and manages the Annual LCR Works Programme, coordinating and delivering all works within the programme. This includes determining appropriate delivery schedules, establishing realistic construction durations, and identifying the traffic management requirements necessary to carry out works safely and efficiently.

All works are carefully planned to minimise disruption while maintaining the highest standards of safety for road users, pedestrians, and site operatives.

Modern Standards and Compliance

LCR works are generally delivered on a like for like replacement basis; however, all assets are renewed in line with current safety, engineering, and technological standards. This approach ensures compliance with modern regulations while maintaining consistency with the existing highway environment.

Through proactive planning and high quality delivery, the Colas LCR Team plays a key role in maintaining and improving the long term resilience of the city’s highway infrastructure.
