Network Management
Colas’ Network Management team oversees all works undertaken across Portsmouth to prevent conflicts and support the safe, efficient movement of traffic throughout the city. The team manages the road network and ensures that all activities carried out on the highway comply with relevant government regulations and industry guidelines.
Road Works Coordination
A key responsibility of the Network Management team is coordinating road works across Portsmouth. This includes works undertaken by external organisations such as utility providers—gas, electricity, and water companies—as well as private contractors. Colas works closely with these utility companies to plan and schedule works collaboratively, helping to minimise disruption and ensure the network operates as smoothly as possible.
Approvals
The team is responsible for approving any alterations to the layout of roads and pavements, including changes to entrance markings and vehicle access points. This ensures that all modifications are safe, appropriate, and compliant with statutory requirements.
Licences
The Network Management team also manages the issuing of licences for skips, building materials, scaffolding, street works, and cranes. Any individual or organisation wishing to place such items on the public highway must obtain the appropriate licence. Applications can be made via the licences and permits page.
Inspections
A dedicated team of inspectors monitors and assesses all works carried out on the highway—whether by Colas or external organisations—to ensure compliance with strict safety standards and legislative requirements.
